Microsoft Copilot Studio Agent publish button disabled

While I am trying to publish a basic agent on the Microsoft copilot I get a error message saying there are open issues with the agent and I am not able to publish the agent .

    Here are a few things to check:
    1. Open the agent and review the Issues or Errors panel. Copilot Studio often lists the specific items preventing publication.
    2. Verify that all topics, actions, and knowledge sources are configured correctly and do not contain validation errors.
    3. Check for any draft changes that have not been saved.
    4. If you recently added plugins, flows, or connectors, ensure all required connections and authentication settings are valid.
    5. Run the Test Agent feature to identify any configuration problems.
    6. Try refreshing the browser, signing out/in, or opening the agent in an InPrivate/Incognito session.
    7. Confirm that you have the necessary permissions to publish the agent.
    8. Review the browser developer console (F12) for any additional error messages that may provide more details.

    Additional troubleshooting
    • Whether the agent is using topics only, or includes Power Automate flows/plugins?
    • Your Copilot Studio environment type (Trial, Sandbox, or Production)?
    That information would help narrow down the root cause.

    The agent is using topics only and it is a Sandbox environment.Also people with the same security roles in the same environment that I am having are able to publish but not me .

    Hi ,

    The blocking error is not the warning about anonymous access. That second screenshot is only a warning: “Anyone can view this agent’s content because it doesn’t require users to sign in.” It should not by itself stop publishing.

    The real blocker is likely the first message: “You currently do not have a user license that allows you to publish in Copilot Studio.”

    Microsoft’s licensing docs say that to create and manage agents in Copilot Studio, the maker needs an individual Copilot Studio User License, assigned in the M365 admin center. The tenant also needs Copilot Studio capacity, such as prepaid Copilot Credits or the relevant org-level entitlement. 
     
    What to ask your admin to check: 
     
    1. In M365 admin center --> Users --> [your user] --> Licenses and apps. 
    Confirm you have a Copilot Studio User License assigned. 

    2. In Power Platform Admin Center --> Tenant settings --> Copilot Studio authors
    Check whether authoring is restricted to a secu
    rity group. If yes, confirm you are in that group.

     
    3. Compare your license assignment with a colleague who can publish. 
     
    4. Confirm the environment has Copilot Studio capacity available (pre-paid package or drawing from pay-as-you-go billing plan).

    🔍 Root Cause

    Copilot Studio requires that all published agents have controlled access. If the agent allows anonymous viewing (no sign‑in required), the platform automatically blocks publishing until the security settings are corrected.

    🧩 Resolution Steps

    1. Open your agent in Copilot Studio → Settings → Security.
    2. Under Access control, enable “Require users to sign in”.
    3. Save the changes and return to the Agent status (preview) page.
    4. Verify that the warning disappears from the list.
    5. Once the issue is cleared, the Publish button will become active.

    💡 Additional Notes

    • Even in a Sandbox environment, publishing rules apply equally to all users.
    • If others with the same security roles can publish, ensure your environment permissions include Copilot Agent Publisher or equivalent rights.
    • After adjusting access, refresh the page or sign out/in to update your session.

    Could you please confirm whether a license is required to publish the agent to our App Store?

    If the required license has already been purchased, please ensure that it is assigned to the current user account and then try publishing the agent again.

    Please note that after a license is assigned, it may take approximately 4–5 hours for the license to become fully active and provisioned. Once that time has passed, please verify the assignment and attempt to publish the agent again.

    The error in your screenshot clearly indicates a licensing issue, not a publishing issue.

    The message indicates that your user account does not have a valid Copilot Studio license required to publish the agent.

    Please ask your Microsoft 365 administrator to:


    • Assign the appropriate Copilot Studio license to your user account.
    • Wait 4–5 hours for the license to be fully provisioned.
    • Sign out, sign back in, and try publishing the agent again.

    If the license is already assigned and the issue persists after provisioning, verify that the license is active and raise a Microsoft support ticket.
