Project Budget

We have "Central AC Installation projects", according to the project nature we couldn't update the budget when we get the contract signed by the client, because we will have so many variations till "Duct Installation" stage, otherwise we will create so many revisions to the project budget. therefore, we create the project budget upon that stage, the main issue is : there is some actual costs incurred & booked before that stage "about 10% of the project budget" subsequently before Budget creation!
Later when I check the variances using "project budget balances" [Control >Control > project budget balances] , the (Per-budget creation actual costs) were not reflected in "Consumed budget" 
 
Is there any solution to include the (Per-budget creation actual costs) in this inquiry/ report?

    Yes you are right,  you will be required to create an initial budget at project start and revise it later — this ensures all future actuals are consumed against the budget.
     
    Else, 
    • Project actuals show all costs, including those posted before the budget was created.
    • Consumed budget shows only costs posted after the budget was approved.
    • Since early costs happened before the budget, they cannot appear in Consumed budget.
    For full historical visibility:
    1. Use Project actuals to see early (pre‑budget) costs.
    2. Use Consumed budget to see costs after budget approval.
    3. Optionally, use a  custom report to combine both into one clear view of total project cost vs budget.

    Great thanks for your answer, I will create the project budget from project DAY1 but I will select "Allow overruns" for "Budget overrun default"  till I get the final budget then I will update it as a revision
