Landed Cost item arrival journal-underdelivery with licenseplate controlled location?

Hi.
We are currently building something for a customer to get a more customer friendly way to receive items with the whs app.
We do have the warehouse with WHS but we need to use the item arrival journal for the landed cost receivings.
The warehouse is whs active and active for license plate controlling.
The item arrival journal line does have the warehouse, location and the license plate. In case of underdelivery it is not possible to post the journal. Error message is:

"1 cannot be picked because only 0 is/are available from the inventory for item ..."

I just can think about the location profile settings and the storage dimension settings. I already tried it with a non-license plate controlled location and it worked. So I guess it has something to do with the underdelivery handling? Or maybe it is a configuration I am missing out?

    In case of a non-license plate controlled location, you're able to post the item arrival journal?

    @Laurens vd Tang yes. it totally works fine if the location is non-license plate controlled. 
     
    Same problem with overdelivery.
     
    We already checked the code and to our point of view it is a bug.
     
    In cases of underdelivery it's getting really crazy. The code doesn't care about that there is a real existing license plate for the receiving. It creates a new lincense plate automatically, has wrong InventTrans Refs and than book the real existing received quantity not in the underdelivery warehouse.
     
    In cases of overdelivery it creates again a new license plate automatically for the new overdelivery PO or the journal BUT than again creates wrong connections between the inventTrans so that the already advised quantity warehouse GIT to main warehouse is than booked on the automatically created license plate and the overdelivery quantity is on the real license plate from the indock-receiving. 
     
    When I compare the InventTrans for Location non-license plate with location license-plate its pretty clear where the problem is.
