Marketing form - update matched contact with submitted data > No, Not matching a contact

Hi, 
I have a marketingform with this setting set. So the contact should not be updated. Result is that the form is not matching any contact.  
 
If set back to yes, it is matching but of course also updating. 
Created already a complete new form, same behaviour, other environment, same behaviour. 
 
Strange thing: 
Event form with the same setting is matching the record, working as expected. 
 
Anyone an idea how to solve, what could be the issue?

    I'm not sure I understand the problem, but when this option is yes, it will use the matching rule to find the corresponding contact and update it if it is No, it will not update any contact.

    Thanks for your kind reply. 
    I don't think you understand my question completely:
     
    In the past we didn't have this functionality. Every form was matching a contact and updating the data. 
    Recently there is a choice added: to update or not to update, but it should still match. 
    In the first option, I choose match to an existing contact, using the default matching strategy on emailaddress1,
    second choice is not to update the contact.
    But if I use this option it is even not matching the contact and that is strange because according to documentation I will expect something different. 
    I currently raised a support request as well, so waiting their response.
