Edited XML chart unable to replace the current one

I am the System Administrator and Environment Maker of the D365 Sales. I'm working on the D365 Sales Professional and found the Y-axis value is different on two side of the chart, so I export the xml file and edited the code, then trying to import the edited xml but the "Replace" button is unavailable. So the re-imported charts are only available to me, I need them to show to all users of the D365 Sales.
