closing an opportunity as won, problems with the offer due to the active status

I can't close an opportunity as won when I have an active offer, even though I used to be able to. Why is that?
The "Close Offer as Won" button doesn't appear for me; it only appears if I create an order.

Previously, I could close even if I was active.

You cannot close the opportunity as "Won" because it has open, active, or draft quotes (offers) linked to it.

Microsoft Dynamics 365 Sales requires all related quotes to be finalized before an opportunity can be closed.

The Fix

To close the opportunity, you must first close the active quote(s):

Go to the Quotes tab or section inside that specific opportunity.

Open any quote that is currently in a Draft or Active state.

Click Close Quote in the top menu bar.

Set the status of the quote (e.g., choose Revised if you are making a new one, or Canceled if it’s dead).

If the final offer was accepted, you can also choose Create Order from the quote itself, which will automatically close both the quote and the opportunity as Won.

Once no open quotes remain, the system will let you close the opportunity normally.

Error indicates that Dynamics 365 is enforcing quote (offer) management rules before allowing the opportunity to be won.

A custom component may be enforcing the rule.

Check for:

Plugins on Opportunity Close

Real-time workflows

Power Automate flows

JavaScript on the Opportunity form

Custom ribbon commands

A custom validation (which could be developed recently by your development team) could block closing opportunities when quotes are still active.

Please verify your customization components

Status Reason: Select the status of the item. The choices available by default are Lost, Canceled, and Revised.
