Segment members missing from start of journey

The segment I started my journey with contained (and still contains) 33 members.

The inflow is only showing as 31 (not a version issue - I've checked).  I can't see any reason why they missing members would not be included.

I have another similar journey where the starting segment had 23 but only 22 show as the inflow.

Has anyone had this issue? OR can anyone advise what would exclude a member from the inflow of a journey?

    Did you populate the Exclude by segments option with segments?
    Members with segments in this option will not be able to enter the journey.

    I've had had the same issue crop up recently and would like to know what's causing it. In my case, I have a static segment that contains 34 members but recent journeys only show 33 members in the inflow.
     
    I do see the reply from 05 April below, but that's not the issue since I haven't used the "Exclude by segment" option.

    I am having the same issue.  frequency cap and suppression segments can be ruled out.  This is for a real time journey not outbound marketing.. any advice would be appreciated.
